Chapter 13.28. STANDARD SERVICE CONNECTIONS |
§ 13.28.120. Separate connection to each consumer—Exemption grounds.
A.
A single service connection may not serve more than one premises except as provided in Section 13.28.010. Separate premises under a single ownership, control or management shall receive water through separate service connections unless the manager determines otherwise for good and sufficient reasons.
B.
When the manager investigates a request for a single service connection to provide service to more than one premises, he shall be guided by, but shall not be restricted to, the following considerations:
1.
That the service connection will not violate the regulations against reselling or redelivering to other consumers;
2.
That the service connection will not establish a private distribution system;
3.
That the service connection will not avoid main extension requirements;
4.
That the service connection will not be a means of avoiding meter service charges or obtaining an advantageous water price without an equivalent guaranteed minimum.
