§ 13.08.010. Generally.

A person desiring water service from the water system shall apply for it at the finance department office. The manager shall prescribe the form of the application. The city is not obligated to provide water service until the application is approved by the manager. The applicant is not obligated to take service for any period of time in excess of that upon which the minimum charges for the account are based.
